Possibly worn or loose belt.
I have a 98 Mustang that did that and it drove me crazy thinking it was a dash component or piece of plastic on the dash till I checked the cover plate under the windshield wipers to find it was loose and some of the rubber cushion material had pulled away slightly. I pushes the cushion material back under the plate with a plastic object [not metal], tightened the plate and solved the problem. Everytime I hit a bump it would chirp louder and sounded like it was right up in front at the dash but was actually out side. May want to check by pushing in different areas on the cover plate and you may find it squeaks when you push on it. Just my past experience.
It should show up on the title.
Will idle rough and run rough at a steady speed, but run faily well under acceleration.
